Children in Poverty

In Colorado, 32% of all black children, 28% of all Native American children and 30% of all Hispanic children live in poverty. Only 13% of white and Asian children live in poverty.

Standardized Test Score Differences in Colorado

For ninth grade reading in 2005, 78% of white students scored "Proficient" or "Advanced" on the CSAP's, while 52% of Native American students and 44% of black students scored the same.

For tenth grade math in the same year, 37% of white students scored "Proficient" or "Advanced," while 16% of Native American students and 9% of black students scored the same.

Imbalance for African American Males

According to the Sentencing Project, "more than 60% of the people in prison are now racial and ethnic minorities. For Black males in their twenties, 1 in every 8 is in prison or jail on any given day. These trends have been intensified by the disproportionate impact of the 'war on drugs,' in which three-fourths of all persons in prison for drug offenses are people of color."

32% of African American males eventually wind up in jail, and in Colorado only 43.4% will graduate high school. Only 16% will go to college, and only 6% of African American males graduate within 6 years. Ultimately, less than 5% will be proficient in writing or math after leaving high school. 94% of African American males struggle to make a living.

Disproportional Incidence in Foster Care

The relative rate of African American children and Native American children compared to Caucasian children is about 3:1 for each group.

In addition, Caucasian children only account for about 46% of children in foster care.

According to El Paso County Department of Human Services, children of color are half as likely as their Caucasian counterparts to end up in kincare.

Also, according to El Paso County DHS, African American children make up 7% of the District's population, but account for 33% of the children who utilize emancipation services because they have not found permanent homes.

Victimization

According to the Department of Justice Statistics, 49% of murder victims are black, despite African Americans making up only 13% of the population.

The rate of carjacking is three times higher for African Americans than white.

Commitment and Detention in the Fourth Judicial District

Even though African Americans only make up about 7% of the population of District, they accounted for about a quarter of the detainees at Spring Creek, according to the December 2007, SB94 Supplemental report.

The average daily state population of youth committed to the Division of Youth Corrections during the 2004-2005 fiscal year was 47% Caucasian, 18% African American, and 32% Hispanic.
